POSITION SUMMARY: The Human Resources Consultant provides hands-on guidance and support to HR Directors of assigned facilities on all aspects of employment related issues including, unemployment, leaves of absence, workers compensation, ADAA, benefits, performance management, recruiting, coaching and counseling, disciplinary action, legal compliance, policy interpretation, training and other employee relation issues. Ensures that all employees are treated in a fair and consistent manner. Responsible to monitor all employment related activity to ensure that all practices are non-discriminatory. The Human Resources Consultant will also serve as a backup to onsite HR Directors of assigned facilities when necessary.

JOB DUTIES: Monitors the adherence to company policies regarding compliance, integrity, privacy and ethical practices. Conducts training with onsite HR Directors to educate and promote awareness of HR compliance issues, procedures, policies and standards. Monitors employment related practices within the facilities to ensure compliance with company employment policies. Ensures that Administrators, HR and Directors have a proper understanding of any bargaining unit contracts that may apply to their work force. Recommends revisions or drafts of new policies and procedures to the Regional Director Human Resources. Works as a liaison between Monarch Payroll and Employee Benefits staff and the facility HR Directors to ensure employee's needs and concerns regarding compensation and benefits are addressed. Maintains a high level of knowledge of benefit programs which include health insurance, vision insurance, dental insurance, short and long-term disability, supplemental benefit programs, life insurance, and the 401k retirement program, in order to provide guidance and support to the facility HR Directors in these areas. Assists and advises Administrators, facility Human Resource Directors, and Department Directors on disciplinary issues, policy issues, bargaining unit contract issues, and other employment related issues.

QUALIFICATIONS: Must possess strong consultant and leadership abilities, have a sense of urgency, and solid critical thinking skills. Have excellent customer service, communication and relationship building skills. Must have an understanding of employment relations and a good knowledge of general employment law. Be able to perform essential functions of the position with or without reasonable accommodation. Must qualify for employment, after criminal background study, per guidelines of Minnesota Department of Human Services.
